Check with vendor if they can do rectangular slots inside PCB or do PCB routing with 2mm tool
Also check existing PCB fabricated from them and see the appearance of the inside corners in a non-regular rectangle PCB
If the corner is Round, they did by routing
If the corner is sharp, they did by cutting machine

In this PCB panel, break-out tabs, frame not required. Hence arrange circuits with 2mm space b/w them
